This is a warm, brushed lining裾よけ (susoyoke - an undergarment worn below the kimono).
It's a skirt type that's easy to put on, and the waist is tightened with a 7-tie drawstring.
I don't think you see these much in kimono shops these days, so it might be a good idea to have one for staying warm in winter.
