This is likely a commemorative item celebrating the independence of the six emirates of Abu Dhabi, Dubai, Sharjah, Ajman, Umm Al Quwain, and Fujairah, which united to form the United Arab Emirates in 1971.
It has the plastic pins that likely held the tag, but the tag itself is missing.
I bought it because I was curious about the seven figures in the silhouette, but I haven't researched the design's origin yet. (T_T) Why seven and not six? Whose silhouettes are they? Perhaps someone knowledgeable about Middle Eastern society would know.
